A collection of documents selected in a chronological-thematic order gives notion of the USSR repressive system and of its central body — the NKVD Chief Directorate of Camps — as it emerged and evolved.

Included are documents of the Ail-Russian Central Executive Committee (VTsIK), the USSR Central Executive Committee (TsIK), the USSR Council of People's Commissars/Council of Ministers (SNK/SM) regulating the activities of correctional labor camps, as well as documents of OGPU — NKVD — MVD and of the USSR Ministry of Justice relating to structure, statistics, internal regime and production activities of all the repression institutions of the country.

Most of the documents included were not previously available to researchers.
